It's a degrees thing.

If 10,000,000 companies have a quality rating of "1", and 100 companies have a quality rating of "5", then the average is "1" plus a smidgeon. Most of those companies "with very little effort" COULD raise their rating all the way to a "2" and be well above average. They COULD. But they won't. If they all did, then the average would obviously be higher. But, even with the average at "2", they all COULD raise their rating with very little effort. And so on ...

But, you knew that.
