"Very messy" and "an increase in jaywalkers and litterbugs" are contradictory. What is happening in Afghanistan can serve as an example. The new PM, Karzai has no control over any part of the country and whatever little control he has, is because of the presence of US troops. Internecine tribal fights have already broken out and there have been explosions and violence on an almost daily basis. One of Karzai's cabinet ministers was killed in the airport by a mob. And this is just what we know from afar -- those on the ground will have seen a lot more. Just a little jaywalking, eh?
