Something that's been crawling around in my head today about Iraq's WMD program and destruction of it.

During the period that the inspectors were out, why didn't he build an incineration unit or whatever it took, and phoney up some orders of chemical and biological destruction? His documentation was bull.

Instead he could have papers ordering 800 liters of X moved to the plant, an invoice showing delivery and paper work showing destruction of 800 liters when 100 got destroyed and 700 got moved. Paper work fools a lot of people, they take it as gospel and especially if some remains of the WMD is found in a spent form.
