Yes, Bush cut off fuel to NK just as Roosevelt did to Japan. Which started a war. So ask yourself, since we have no military option, and they cannot even keep the lights on without nuke power, was this a wise course of action? Like playing poker with a mental patient with a gun cocked on your friend. If you attack him he kills your friend. Do you up the ante or let him win a small hand and try to make friendly? On a recent Hardball 5 out of 5 experts including two Republicans were against the current Bush Nk policy. Senator Lugar admitted he wished we were back with the Clinton deal. And if you think you know more than Lugar be my guest to rebut.
