You can thank Bill and Al for letting the bubble get so out of control.

Show me one statement, one measure, one idea that the Republicans came up with, during the bubble, that would have served as a warning to us and to the then administration.

The fact of the matter is, they were busy claiming credit for the "success" as well. And whatever little the SEC did to control the mania was scuttled by the Repubs. Read Arthur Levitt's "Take On The Street", where he has included actual letters to support this point.
