Are you suggesting a permanent role for inspectors? Because that is not their current role. I don't know why you think Saddam would not run his regime as he always has even though inspectors remained. The only reason he is being careful now is that the entire western superpower is breathing down his neck. On their own the inspectors have no teeth, or any right to do anything but monitor weapons build up. Anything more than that would be an...invasion.
