This sort of thing creates a conflict for both the boss and the subordinate and creates at least the appearance, even if not the reality, or unfair favoritism to other employees. It should not be permitted by any decent organization.

If sexual harassment was termed everytime a woman and man who mutually were interested in each other we'd all be guilty.
Gimme a break. The crucial difference is the power relationship.

I know what is harassment and what is just male/female interaction
The military long ago made personal relationships between male and female members illegal.

And many companies, including the one I work for, have followed suit. Many had rules in place BEFORE the military services started admitting women. A boss can be fired for having an affair with a subordinate where I work.
