Even with his rousing speech last week, Bush has no mandate for war. People still want real evidence and more allies.

Do you know how absurd these statements are? You don't start wars on the basis of a mandate from polls taken by CNN & Time. Wars are started for a righteous cause, regardless and often in spite of polls.

One reason the Clinton presidency was such an abject failure is that his policy was driven not by any righteous or moral cause, but by the weekly polls interpreted by Dick Morris.

I recommend you read the fundamental text on the subject, "Profiles in Courage". Perhaps then you could see what is meant by "leadership".
