The assumption you make is that Kim Jong Il cares about his people or that they some how have power over him - both false. He only needs enough food to feed his army and they stock piled the food aid we have given them in the past. There have been numerous reports of people shot trying to break into food storage facilities on bases around NK.

When I say eat bark, I'm serious and those are the regular citizens - the army eats much better. They also live off much less food than you or I can possibly imagine.

Besides if people are starving someone in this world will eventually send food regardless of their policies.
