I would question the OPEC minister's statement because it is not all apparent to me that OPEC would have any desire to stabilize prices if the Iraq war starts. Somehow I don't see the Saudis looking favorably on another Western client state in the region.

Any brake to prices in those circumstances would have to come from Russia and Venezuala (assuming they get heir mess really settled).

But why do you think prices have to keep rising above that BRL for long periods of time? BRLs do get penetrated. There's a penetration on that chart.
