What ideological factor? That Iraq is a secular military dictatorship that has not shown aggressive tendencies towards its neighbours in a long time, and who is now so weak that the "threat" it poses is laughable?

"Preemptive attack" is appropriate to the situation, a situation of exigency in regard to the build up of WMDs by rogue regimes.
