I understand where you are coming from - you are basically saying that because some Palestinian terrorists kill civilians in Israel, it is OK for Israeli state to kill Palestinian civilians.

I cannot agree that states can allow themselves to descend to the dirty tactics of terrorism, targeting and killing civilians, retaliating, etc.

Please consider that Israel did not discover terrorism. All countries that faced terrorism in the past had this choice - a terrorist group fights for the independence of a nation. Do you send your army in to wreak havoc in their civilian areas after a terrorist attack (try to deter through retaliation) or not?

All in all, I am trying to say that it is not OK for states to kill civilians under any circumstances, no matter how badly they suffer from terrorists. Especially if they call themselves "democratic".

Food for thought: Do you know why Saddam gassed the Kurds? Because some among them were rebels (i.e. sort of terrorists, if you like). Would you agree with his reasoning, that it is OK for a ruling power to go after the civilian population from which comes a terrorist/rebel group?
