The furthest place you can be from it would be at one of the poles, which is 6400 km from the earth's center and is at a right angle to the path from the earth's center to the satellite. So the distance to the satellite is sqrt(36,000^2 + 6400^2) or 36,600 km. The speed of light is 300,000 km/sec, so the time for a round trip is 2 X 36,600/300,000 or 0.24 seconds.
