Of course the fines were levied for wrongdoing -- the bank went bust! Boards of directors are responsible for approving the actions of corporate officers. In that context, all Silverado directors were fined, albeit a miniscule amount, for approving the actions of Silverado officers which led to the S&L's failure. These types of penalties are imposed all the time, often on outside directors who lack a full operational understanding of what they are approving at Board meetings.

But to suggest there were criminal proceedings against Bush, or that he was fined for having a disease called "ethical disability", is just stupid.
