The feds and the insurance companies negotiate these things....The feds always assert civil wrongdoing for which there are fines and other penalties....Insurance comapnies pay up to avoid the risk at trial....directors go along or they might get left holding the bag...My impression of the Silverado case is that it was more about greed and stupidity than fraud...it was the same for the most part in NE. JLA
