"pre-emptive democracy"

I have two (somewhat interrelated) problems with the neo-cons. First is where they want to take the country; second is their ability to "pull it off". The interrelationship is their level of competency. If they were more sharp, they would have a different set of goals. Also, I don't believe they are anywhere near sharp enough to achieve their goals. Say you agreed with the neo-con goals (I know it's a stretch, but for the sake of argument), then this "pre-emptive democracy" would be a master stroke. But are the neo-cons subtle enough to first think of it, and then implement it?

I guess what I fear is not only are the neo-cons heading us in the wrong direction, but they are also going to bungle the job.
