N. Korea can destabilize South Korea with its army. It can also sell its nuclear expertise and weaponry to anyone. Recall that Pakistan sold its nuclear expertise to N. Korea and in return got missile technology (N. Korea's missiles have the range to hit Alaska as of now; in contrast, Saddam's Scuds can barely travel 12 miles...)
