Ron Dittemore described the insulation problem in the press conference and the modifications made to address it. This article makes it appear as they did nothing to address the problem. If I understood Dittemore, he said that they DID make modifications to address this problem.

Regardless, given the amount of insulation that hit the orbiter in 1997 and that it did not cause an unmanageable problem then, it is understandable how they came to the conclusion that the insulation would not be a fatal problem this time.
