My feeling is California may be right back to 2000 crisis stage in 2003

I'm wondering what the supply situation would be in CA right now if we were having normal winter weather. The January weather in Southern California was amazing, 75 every day and not a bit of rain, the warmest January on record.
It may be surprising because of the temperate climate but CA has the 2nd largest NG usage (approx 10% of demand) after TX at approx 20%.
