Oral, Sorry, mistyped.
Now pure water is not needed, filthy water will electrolyze, any electrolyte will do in trace amounts as long as you do not try to force a highcurrent through it and break down the electrolyte. H2 vented as it comes from a different electrode. By vented I mean you trap it and then allow it to escape into space through a tap on the wall..

As someone else pointed out, they make electricity from fuel cells that burn O2 and H2. In addition, I just realized they will have a lot of propellant O2 if it has not yet been used, quite breathable.

Skip is one of the early methods. Once you do your deorbit burn you are committed to fall, however the method of youur fall can be one continuous slide through denser and denser atmosphere, or you can enter at a lower angle and take longer to go through. It is not skipping like a stone on water, but controlled flight up and down the air density column. If you get hot you trade velocity for altitude go up and enter less dense air, then cool by radiation and go down again. As you slow this takes place at slower and slower speeds and lower altitudes and you have effectively lengthened the re-entry process and thus the heat to be thrown away per unit time is a lot less. early flights with less good shields used this process since their shields would not tolerate the single hard burn method..The shields they have now are good for a straight though re-entry...unless there is a flaw in them.
