Since density varies dramatically with vertical depth you can do this in air while you cannot do it in a non compressible media, like water, in the same manner.

Here they enter the air and go deeper as they go slower and keep the heat at a certain maximum level. At any time they could change the attitude and climb up a little to lower density air.

One of the risks in the skip mode is going to high and losing attitude, but the shuttle has thrusters to maintain attitude, so it is doable in an emergency to have less heat for a longer time period.
