That's not exactly how they did it Apollo. The had the horizontal velocity but adjusted their angle of attack with thrusters to minimize loads kind of like skipping, but there was no way they were going back up and reducing the horizontal component. Once they actually committed into the atmosphere they were committed(somewhat the same as once the stone entered the water, it wasn't going back to skipping on top of the water). The shuttle does the same thing with how high its nose is on entry, then they also do very large "S" turns to bleed off excess speed, BUT they're very dependent upon that horizontal velocity.
