If the Palestinians engage Israeli troops in a fire fight, it is likely enough that bystanders will be hit. Israel does not have perfect control over the circumstances of confrontation. Targeting is not always perfect, either, especially when terrorists use children to hide behind (usually throwing rocks), or leave woman and babies in houses where they are stashing arms, hoping to avoid discovery.

Use whatever sources you feel comfortable with.....
