I don't see this as a logical conclusion to the argument you make. We have no way of knowing what a replacement regime will be like. Yes, they may be brutal, but your argument does not convince me. Others have argued that when the world stands up to men like Saddam, there will be fewer of them. I tend to agree with this.

To use your example, I might say to leave the drug dealing merchant alone because the merchant who replaces him might be a serial killer.
