In my view, what Powell did was present a case that warrants further study. He did not present a case that fits the three criteria for war:

a) Would such a war be of just cause (in defense of one's self or in defense of others);

b) Have all efforts to avoid such a war been exhausted (UN inspections are still in process consistent with UN Resolution 1441, and there exists even an open invitation for the CIA to visit Iraq (what ever happened to this?);

c) Would the conducting the war mean less consequences, less harm, than if there were no war? The cost to human life, the environment and the economies of both the region and the nation would be devastating as compared to the speculative threat cloaked in a maybe.

Indeed, that battle is with Al Qaeda, not the people of Iraq. In fact, were the United States more sensitive in its diplomacy perhaps it even could have enlisted the assistance from Iraq in helping to track down Al Qaeda. But we never went down that route, did we?
