Oral, There is a large diffence between a sub oxygen generator where the dissociation is done at high pressure so it can be piped into an oxygen tank and at the same time the hydrogen on the other side of the cell can be vented to the outside without needed extra pressure pumping to do it. Why do you think they call it a bomb? I would suspect that they would need a compressor for the oxygen to run it up to 2000 PSI or so...for storage?
Now tell me is that the case? Does the H2 come off the bomb with enough pressure to be vented or stored for stealthy use? Or do they compress it further to store it until it is safe to discharge it?

I also suspect there is a shuttle vent to the outside already in existence where any excess or uneeded gases can be vented, just in case the pressure went too high for some reason. Remember it is not at ambient pressure, but might only be 4-5 PSI to make the structural costs lower and a fast pressure ramp might split a seam unless there was a vent or safety valve in existence.

In addition, this is a mute point, since the oxygen would be used sirectly from storage and not turned into electricity to be turned into oxygen again.
