First of all, a gun isn't smoking until it is fired. Saddam already used his weapons before, which amounts to "smoking guns" themselves. Yet some would rather wait for yet another "smoking gun" before acting, because they simply do not have the resolve.

Second, if anything, Powell has conclusively shown why the inspectors right now are not finding anything. Even France sees this point and is now calling for tripling the number of inspectors in Iraq. (As if that alone will disarm Iraq, but that's another argument.)

And third, all Powell did and needed to do was show proof of Iraq's non-compliance. What the U.N. decides from here is up to them, but it seems Bush has made his case pretty clear.
