Did Magellan have a rescue mission in mind? Columbus? Do all the parties involved know the risks they are taking?

I understand your point, but these are different times and we have much greater and more modern resources at our disposal.
Of course space exploration will most likely never be completely safe, but that does not mean we should not make the best effort possible to avoid future tragedies.
In the case of Columbia, it is highly obvious by now the best effort was not made by a long shot.
