Bush won the presidency by a combination of circumstances and character, which pretty much defines his entire life. As for Gore, you could argue that he tried too hard ... and lost.

Gore lost because millions of votes were siphoned off to Nader and because of the controversial results in FLA.

Bush won by peculiar circumstance, not character.
