I think Powell spelled it out quite clearly, for those willing to read the message.

The tubes were engineered to a higher standard than required for purposes of rocketry, and together with the other elements (magnets of the same sort used in Iraq's previous centrifuge program, and high speed balancing motors) is fairly damning evidence of an attempt to restart the centrifuge program dismantled after the Gulf War.

Some won't be convinced unless ABC has a news crew on the ground at a centrifuge spewing out enriched uranium with an Iraqi guard smiling stupidly for the camera proclaiming "Look! We have a working Gas Centrifuge!"
