Without character, and admittedly without an exceptional intellect, all Bush has are the issues. That alone couldn't have won him 48% of the vote, given how centrist both Bush and Gore were.


Powell has character; Cheney probably has brains. Bush won because of his name and his appeal to conservatives and because Gore was not the strongest candidate, made weaker by Nader's votes.
