Clark, Two objects in near earth orbit will never differ by 2 miles per second if they are in 2 orbits a few hundred miles different in size(unless there is great eccentricity in one). Thus they will be crawling past each other. The angular rate of change of the angle beween them will also be low, far lower than earth shots as 5 miles per second difference.

In addition, they are in very similar orbital planes.

Does anyone know the heights and inclinations to the equator of the two?
