If I had been born 5 minutes later I would have gone to school a year later. That's how you know it's a law, it's somewhat arbitrary. Using birth as the legal timeframe gives those involved enough time to determine if they want to proceed to term. That decision often relies on medical tests, family consultation, and other factors that take time.
