Bill - Just FYI currently the ISS is at 56 degrees, and the shuttle was at about 33 degrees. And the calculation for the delta V is simple trig. It turns out that the magnitude is 2*velocity*sin(inclination difference/2)= about 2 miles per second. For whatever it is worth inclination change is notoriously painful in delta v.

BTW - Obviously I work in the space business, albeit unmanned. And my degree is in Astronautics.
