In light of the fact that Ibrahim al-Marashi used to work for the US State Department as a specialist in Iran-Iraq affairs, isn't it more likely that he "plagiarized" himself? Otherwise known as "retreading."

I don't see him complaining about the State Department using his research - which shouldn't be surprising under the circumstances - that he worked for the US government at the time the research was done, and was most likely given access to documents that he otherwise couldn't have accessed.
