There seem to be plenty who want to make the argument that it's better to give (pick one) bin Laden/Saddam/Kim Jung Il what he wants because otherwise there will be hell to pay.

For example, if we attack Iraq, Saddam will retaliate with his otherwise-nonexistent chemical weapons.

I guess the act of attacking calls them into existence like magic?
