GD, No IPOs in January; large outflows;and some big cap tech buying back their stock---totally unlike the late 1990s. Can we still get the big final selloff stage in this type of environment?

As I see it, we have to have a panic selling just like we had panic buying back in late 1999 early 2000.

I am guessing the bear ends in the same way the bull did...with a big final. As for interest rates, I read that bulls markets start when interest rates are high..and don't have those kinds of conditions now.
