it didn't cause the same level of international angst. Nobody put off their orders of capital equipment because Kosovo was being "dealt with". Other countries weren't afraid of being bombed, they knew it was a local thing. Whether this was because Clinton was a dufus and didn't really scare anybody or because he handled it better is up for debate but the economy did not shut down for Kosovo. Agilent said yesterday "geopolitical events" are hurting sales so add that to the semi-equips.
