Well I suppose it would depend on what preemptive strike means. If it is for the purpose of weakening your enemy then don't you think that that was what Japan was trying to do? I can't think of another reason why Japan would strike first?

It would be interesting to hear what others think a preemptive strike means, could it be considered self defense?
