Some 4 years back, I had argued with some people from India about their nuclear program and how it is not essential for their defense at all. One of them told me that it is needed, for instance, if the US were to attack them. At that point, I laughed and told them that the US would not attack any country without provocation... India is developing ICBMs now and will probably have the capability sometime during this decade. And so will North Korea. Of course, Russia and China already have that. The present situation is doing real wonders for global nuclear non-proliferation and world peace! :-(
