If he wanted to, he could have used it on US troops in 1991. He didn't. Even his missiles that landed in Israel, didn't have chem/bio warheads. Obviously, he knew what to expect if he did that. Fast-forward 12 years, and you find that he is a lot weaker now than he was in 1991.
