No, I don't find that he is weaker than just AFTER the '91 war, do you? REALLY? Think about it, you'll know better soon. You answered your own observation when you said "obviously, he knew what to expect if he did that" So I should think SadDam is NOT unwilling, he just wants the odds in his favor first, if possible.
