The difference is, that Iraq and Israel are still in a state of war. If a nuclear weapon hits Israel, within minutes, the center of Arab culture is going to be in the South of France.

North Korea is surrounded by nations where U.S. troops are stationed, or by nations that have nuclear weapons - themselves. Russia, China, Japan, and South Korea are all either world economic or military powers.

Are you trying to imply that there is no difference between the government of Iraq versus the governments of: Pakistan, India, Israel, Russia or the United States?
