That is anything but clear. According to everything I have read Saddam does not have that much control in Kurdistan- and the Kurds have a HUGE, let me say that again HUGE. motive for getting the US to attack Saddam.

And look at this:

I don't know how we can know this was with the knowledge of the secret police- considering the number of refugees moving through this area. I am 100% certain Safire doesn't know that for sure. It makes a nice pumped up article though. Safire obviously wants to be convinced. If you want it badly enough, you can believe even mud is clear.
