That statement doesn't make much sense except as speculation. There can always be links you don't know about. You can conclude that there is no evidence of links and that its very unlikely for their to be any links, or "its my opinion that there is no links". But you can't really know 100%.

And what do you think Powell's info is based on........try speculation? No one can know with absolute certainty. But for the past year all the major intelligence agencies consistently have said the same thing. And there is something to be said of the surprising timing of today's FBI news release re al Qaeda.

In any case, either the agencies are all incompetent, or Bush is exaggerating the ties between Saddam and al Qaeda. Take your pick.
