It's a seasonally adjusted figure. The seasonal adjustment assumes that extra staff, especially in retail, are hired for the christmas period. In then assumes that those extra staff, are laid off after christmas.

The christmas hiring didn't happen, so now the expected level of layoffs didn't happen either. Hence the seasonally adjusted increase in jobs, especially retail.
