Not with open, public, disparaging remarks.

Are you so naive as to think Rumsfeld's remarks aren't part of America's diplomacy? This man is known as one of the most well-informed, calculating, precise men in government. Do you think, for a minute, he made that remark without knowing precisely what he was doing? Do you think Rumsfeld EVER makes a remark without thinking it through? It is clear he doesn't. EVER.

He determined that the Germans ought to be tweaked a little for their misbehavior. I thought it was great and useful in assisting Germany in developing some perspective on what they're doing.

These two men (Bush and Rumsfeld) are liabilities to the United States. Powell is the only real active diplomat on this team.

It is part of Powell's job description that he be the administration's softest cabinet member. It is Rumsfeld's to be the toughest. Both men are doing their jobs, and both are doing them better than any of their counterparts I can recall in the last 50 years (with the possible exceptions of James Baker for Secretary of State, and Dick Cheney for Secretary of Defense).
