It is not the purpose of this paper to propose alternatives, Hawk.

I am familiar with the "If you are not part of the solution, you are part of the problem" and all that, but not every analysis has to provide a solution. Here, the author points out the problems. Quite well, too, I think.

Which begs the question as to how Saddam can use something that he claims he doesn't have.

Two possibilities:
(1) Iraq has no WMDs --> no need for an invasion
(2) Iraq has WMDs --> see report

An invasion does not seem to be a good idea in either case.
