Thats all you can do really. Would you guess these payers are also on the cash basis? A small business perhaps?

If they are on the cash basis, they wouldn't consider your work an expense until they paid you in 2003. And thus would not probably be providing a 1099 until the end of 2003 tax year. Just a thought of their side of the equation?
