I think Powell's info is based on what detainees at Gitmo have given him and some other info and speculation.

My point was not that Powell's contention of Iraq/Al Qaeda ties was not speculative (it is), or that the British claims that you quoted were speculative (although they are) but rather that they type of claim in that quote can not be anything other then speculative. It's almost impossible to prove that no ties exist. You could possibly prove that they do.
